When they are being made, rolls of the backing layer are soaked in hot asphalt. After the soaking is done, granules are embedded on one side of the shingle. During this process, moisture can get trapped in between the asphalt and the granule layer. When it is exposed to the sun or heat, it can cause the moisture to expand and cause blisters.

Shingles that have had blistering can always be replaced, but if you don’t have the attic insulation fixed, you will likely run into the same problem again, down the road.
